Stop Escalation Toward War with Venezuela

For the first time, the U.S. House will vote this week on War Powers Resolutions to end unauthorized military operations against Venezuela—a crucial step to prevent an unnecessary war in our region. In recent months, U.S. forces have conducted lethal strikes on ships in the Caribbean and eastern Pacific, claiming they were targeting drug trafficking. These actions have killed at least 95 people without legal justification and included seizing a Venezuelan oil tanker. Meanwhile, a growing U.S. naval presence and threats of strikes inside Venezuela raise fears of international law violations and a broader conflict. Congress must act, as the Constitution grants it authority over decisions of war. Two resolutions will be voted on:

  • Con. Res. 61 (Rep. Gregory Meeks) – Requires withdrawal of U.S. forces from hostilities with designated terrorist groups in the Western Hemisphere unless Congress authorizes action.
  • Con. Res. 64 (Rep. Jim McGovern) – Directs removal of U.S. forces from any conflict involving Venezuela unless Congress approves military force.
